I – Hierarchical relationship


The social worker is reporting directly to the health services manager and, in case of absence, to the program coordinator. The social worker has a direct functional link with other staffs in the health service team, peer educators (PEs) and outreach workers.



II – Global objective of the position


The overall objective of the position of social worker is to support people who use drugs (PWUD) in coping with and improving their daily life, with a focus on social wellbeing and to refer to other social support services available in the region.



III – Tasks and responsibilities


Supportive services to beneficiaries

  • Identify and actively reach out to PWUD with specific (social) needs, both in drop in centre (DIC) and in outreach work
  • conducting interviews with service users and their families to assess and review their situation
  • offering information and support to service users and their families
  • Counsel, advise & support beneficiaries in social issues (notably child care and gender or domestic violence)
  • recommending and sometimes making decisions (together with the beneficiary/family)about the best course of action for a particular service user
  • Map and liaise with social welfare, probation services, vocational institutions and other stakeholders for the (social) benefit of PWUD
  • Together with health services manager and liaise with ‘Crisis response team’, provide immediate support in emergency cases, such as (sexual) violence; liaising with police, health care providers, social welfare and/or other institutions involved
  • liaising with, and making referrals to, other agencies
  • liaison with relatives, colleagues and other professionals
  • Together with health services manager & other staffs (nurse/HIV focal person) develop case management approach for PWUD with multiple needs
  • Take the lead to Facilitate & support self-support groups of HIV+ PWUD & PWUD on methadone treatment
  • Train and support micro planning peer educators in recognising, assessing and referring PWUD with specific (social) needs


In charge of link to MAT program

  • Interview the PWID who is interested to be linked to MAT as referred by peer educators
  • Assess and confirm the eligibility criteria together with health service manager/clinical officer/nurse
  • Supervise the MAT peers in their work : outreach to sensitize/mobilize PWID to be linked to MAT, prepare the monthly schedule
  • Update the MAT register regularly
  • Liaise with MAT peers to follow PWID/PWUD who miss their doses
  • Organize regular meetings with those under MAT to assess the individual needs and to link to other services together with health service manager
  • Organize meetings with family members of MAT beneficiaries to get support from the family members together with health service manager


Data collection, documentation, reporting

  • Collect necessary information in MdM data collection tools
  • Make record of the cases with social problems for follow up and further interventions
  • Submit a monthly report of the activities to the manager
  • Provide inputs to the manager for reporting


  • Actively participate in staff meetings and training sessions
  • provide training to MdM staff, PEs and beneficiaries upon request of TRC manager
  • contribute to organisation of MdM seminars, workshops, conferences and other events upon request
  • provide inputs for the production of IEC materials and VAMA productions upon request
  • Any other tasks as assigned by health services manager, program coordinator or general coordinator

Skills required :

–          Diploma/bachelor in social work

–          Minimum 2 years experience in related field

–          Experience of working with vulnerable/marginalized groups

–          Knowledge on social and health issues related to drug use

–          Knowledge on Harm reduction is preferable

–          Must demonstrate flexibility to adapt to changing requirements.

–          Being able to work with minimum supervision and stay calm under pressure

–          Able to cope with traumatic situations related to drug use and other risk behaviours

–          Problem solving and Analytical skills

–          Team spirit  and motivation for the outreach and home visit activities as required



Personal skills required:

–          Strong communication skills

–          Ability to listen and share decisions

–          Flexibility, Reactivity, anticipation, adaptability, initiative

–          Non-judgemental  attitude towards (injecting) drug use and (injecting) drug users respecting their practices

–          Respecting confidentiality of beneficiaries

–          Ability to establish trust and communicate effectively with active drug users

–          Ability to work in the natural environment of (injecting) drug users and within services for (injecting) drug users

–          Involvement in community based organizations is appreciated

–          Ability to follow security rules

–          Ability to recognize and maintain appropriate personal boundaries
