Introduction

Commonwealth Youth Council (CYC) is the largest and most diverse youth-led organization in the world. It is the recognized voice of more than 1.2 billion young people in the commonwealth. CYC was established by an endowsment of Heads of Governments in the commonwealth in line with the Commonwealth Charter. It is an exciting inclusive initiative that seeks to communicate, engage and advocate for youth led participation. The CYC is an independent entity responsible for youth representation in the Commonwealth.

Commonwealth youth council is established to play an integral role in advancing the youth development agenda and the co-ordination of activities and policies of the Commonwealth in the field of youth. The council work for and represent the voice of all young people within the commonwealth. Commonwealth Youth Council will provide a framework for youth-led development initiatives, and will coordinate, harmonize and unite all youth organizations within the commonwealth countries.

The council is made up of nine executives who were elected during the Commonwealth Youth Forum which was held parallel with CHOGAM 2013. CYC has given a special focus upon the marginalized and socially excluded youth groups within the Commonwealth. The Representative for the Special Interest Groups is responsible in coordinating the work for youth groups who needs special attention.

Purpose

It is widely recognized that social exclusion and marginalization produce deep and long-term damage to the living conditions, social and economic participation, emotional life, and health status of young people. It also contributes to the inter-generational transmission of poverty. In return, insecurity in living standards, political and social isolation, feelings of estrangement and unhealthy lifestyles aggravate pre-existing conditions of social exclusion. This results in a vicious circle where socially excluded young people are in even more danger of suffering from additional material deprivation, social and emotional marginalization, and health issues, which in turn expose them to more serious risks of exclusion.

The Committee on Marginalized and Special Interest Groups is an initiative made by the Commonwealth youth Council to bring the voices of socially excluded and marginalized young people to the Commonwealth. The Committee is led by the CYC representative for Special Interest Groups and will ensure that the voices of marginalized young people are not left behind with in the Commonwealth. The committee shall have to actively participate on designing the projects on marginalized young groups to the CYC and will update the immediate requirements of young people who need special attention in each region providing possible advocacy. The committee delivers the message of CYC to each region and each groups recognized.

The structure of the Committee

1. Head of the Committee – The Representative for Special Interest Group , Commonwealth Youth Council

3. Focal point for Africa and Europe regions

4. Focal point for Caribbean region

5. Focal point for Pacific region

6. Representative for Physically Challenged Young People

7. Representative for LGBT communities

8. Representative for Young People in Key Affected Areas

Role Description and Required Qualifications of the Focal Points

Position Summary

Focal Points for Asia, Africa and Europe, Caribbean and Pacific regions will represent each region of the Commonwealth on behalf of marginalized and socially excluded youth to the CYC.

Number of Positions – 4 (Asia, Africa and EU, Caribbean, Pacific)

Working Language – English

Type of the assignment – Voluntary

Working Period – 12 months

Main Duties

– To represent the voice of marginalized and socially excluded youth on behalf of the region representing.

– To provide timely updates and recommendations in order to enhance the lives of marginalized young people in the region to the Commonwealth Youth Council (CYC).

– To support the work of the Representative of Special Interest Groups of the Commonwealth Youth Council

– To attend the monthly meetings conducted.

– To prepare regional reports

– To promote the CYC through formal and informal networks.

– To serve as a trustee for the CYC.

– To ensure proper information to CYC

– To Support advocacy, lobbying and mainstreaming youth development work within region.

Qualifications Required

The focal points should be international youth activists with a knowledge and understanding of the youth development issues, issues of underrepresented/marginalized young people.

The candidate must show strong interpersonal skills, communication and leadership qualities.

Prior experience in decision and policy making will be added qualifications.

Age limit – 15 to 29

Deadline – 15th October 2014

Role Description and Required Qualifications for Representatives of Marginalized Communities

Representatives for marginalized Young People will represent the voice of physically handicapped youth, LGBT communities, Indigenous youth and youth in key affected areas.

Number of Positions – 4 ( Representative for Physically Challenged Youth, Representative for LGBT Young Communities, Representative for Young People in Key Affected Areas and Representative for Indigenous Youth )

Working Language – English

Type of the assignment – Voluntary

Working Period – 12 months

Main Duties

– To represent the view of marginalized and socially excluded youth from each specific group represent.

– To provide timely updates and recommendations to enhance the lives of specific marginalized young people in the Commonwealth to the Commonwealth Youth Council (CYC).

– To support the work of the Representative for Special Interest Groups of the Commonwealth Youth Council

– To attend monthly meetings conducted.

– To prepare reports for specific youth groups represent

– To promote the CYC through formal and informal networks.

– To serve as a trustee for the CYC.

– To ensure proper information to CYC

– To Support advocacy, lobbying and mainstreaming for youth development work within Commonwealth.

– To support in designing and implementation of special projects by CYC for the specific youth groups.

Qualifications Required

He or she should be an international youth activist with a good knowledge and understanding of the youth development issues, issues of underrepresented/marginalized young people.
